MEET THE PANELISTS:
Dr. Christina Baxter is a partner in Hazard3, LLC and the CEO of Emergency Response TIPS, LLC which provide practical, evidence-based solutions for emergency response through the development of next-generation tools for enhanced situational awareness and responder safety and instructional design materials for instructor-led and web-based programs in the areas of CBRNE, hazardous materials, and clandestine laboratory response. Prior to forming Emergency Response TIPS, LLC, Dr. Baxter was the program manager over the CBRNE program at the Department of Defense’s Combating Terrorism Technical Support Office where she was responsible for managing domestic and international CBRNE research and development programs to combat terrorism on behalf of the U.S. Government, as well as overseeing the international CBRNE agreements with Australia, Canada, Israel, Singapore, and the United Kingdom. Dr. Baxter is the chairperson for the National Fire Protection Association standards for CBRNE personal protective equipment. She is also a committee member for several other standards in the protection and hazardous materials operations arenas. She has greater than 20 years experience in the CBRNE/hazardous materials emergency response community.
Gary Sharp is the co-founder of Hazard3, a small business specializing in developing and delivering risk-based response training programs. Hazard3 training combines scientifically sound, street smart tactics, with easy to follow response guides. Gary develops training solutions that include on-site courses with hands-on, virtual instructor led training (VILT), and microlearning. Previously Gary served as the Senior Director of Training and First Responders Solutions for a defense and homeland security contractor and as a career Deputy Fire Chief. He currently volunteers as the Program Manager for the Oakland County HazMat Team, a multi-agency joint police/fire team located North of Detroit, Michigan. Gary is a member of the NFPA Hazardous Materials Technical Committee.
David DiGregorio served as the director for the Massachusetts Department of Fire Services Hazardous Materials Emergency Response/Special Operations Division from September of 2016 through April of 2023 after holding the position of deputy director for two years. He retired from the US Army and Massachusetts Army National Guard after 32 years of service in 2014. Amongst his duty assignments, David served as a non-commissioned and commissioned officer with the 1st Weapons of Mass Destruction-Civil Support Team in the positions of Medical NCO, Physician Assistant, and Deputy Commander. Prior to retiring, he held the position of Deputy State Surgeon for the Massachusetts National Guard, earning the Legion of Merit Award, Meritorious Service Medal, and several Army Commendation and Army Achievement Medals. He has earned a MS degree in Emergency Management from the Massachusetts Maritime Academy as well as a BS degree and MS degree in Physician Assistant Studies from the University of Nebraska Medical Center. He served on the faculty of the Massachusetts Maritime Academy as a capstone advisor for the graduate-level Emergency Management course from January 2015-August 2021. David currently serves as vice president for Hazard3, LLC and is faculty for the Beth Israel Deaconess/Harvard Medical School Disaster Medicine Fellowship. He contributes on the advisory board for First Line Technology. He has recently started his own consulting business, D2 Emergency Management Consulting.
